Second Man Dies at Texas ICE Facility
A second man has died in two weeks at a US immigration detention facility in Texas, raising renewed concerns about conditions in ICE custody.
Victor Manuel Diaz, 36, from Nicaragua, was found unconscious in his room on January 14 at the Camp East Montana detention facility in El Paso. Emergency medical personnel attempted resuscitation, but Diaz was pronounced dead shortly after 4 p.m. ICE reported that his death is a “presumed suicide,” though the official cause remains under investigation.
Diaz was detained on January 6 during a controversial deportation operation in Minneapolis. He originally entered the US in March 2024 through the Mexican border and had previously been released on parole after an initial court date. An immigration judge ordered his removal in absentia on August 26, 2025, and ICE took him into custody on January 12 for deportation.
This follows the death of Geraldo Lunas Campos, 55, a Cuban immigrant who died at the same facility on January 3. Reports suggest Campos may have died after being restrained by guards, though ICE and the Department of Homeland Security claim he attempted suicide and resisted officers. Witnesses dispute these accounts, describing Campos as saying repeatedly that he could not breathe while being choked.
Another inmate, Francisco Gaspar-Andres, 48, died at a nearby hospital in December, adding to concerns about safety and medical care in ICE detention.
Last year, 32 people died in ICE custody, the highest number in two decades. At least five deaths have been reported in 2026 alone. The incidents have prompted calls for closer oversight of detention facilities and investigations into the treatment of detainees.
